This sentence comes from CAMBRIDGE LEARNER'S DICTIONARY. I'd like to know if it equals the sentence 'Everyone agrees to the decision'.

No. It's present and past. 'Everyone agreed with the decision taken at the meeting'. 'Everyone agrees to the decision', sounds very conversational. Normally we 'agree with', but we can imagine someone saying, 'so, everyone agrees to the decision ?'.

agree to sth phrasal verb
to agree something:
Both sides in the conflict have agreed to the terms of the peace treaty.
agree with sth (THINK) phrasal verb [usually in negatives]
to think that something is morally acceptable:
I don't agree with hunting.

It does mean the same thing, but 'agreed with' sounds more correct here.
