If I use the word "agreement" referring to a contract here, which preposition should I use?
(I'd choose "on", but I'm not sure if both are possible.)

I'd use 'on' for a formal contract too.
There are many sorts of agreements about transport safety. Eg. "We agree that transport should be safe; we agree that something should be done about transport safety." So, we broadly agree about traffic safety. To say "We agree on traffic safety" tends to mean that we agree on a solution, or a defined position, or a contract.
