air-conditioning

there is no air-conditioning means

1. there isn't an air-conditioner
2. there is one , but hasn't been turned on .

which one above is correct ?

Depending on context, either one could be correct. It does seem likely though that there is no air-conditioning means there is no air conditioning unit, because otherwise the person is more likely to say that the air conditioner isn't working.
