"All the way" originally seems to mean "for all the points of going somewhere", but for this, is it an emphasis that her office is much on the other side?
6-2)Kate’s office was all the way on the other side of town, and every
evening it would take her over two hours to make her way home.

I don't understand your first definition. Here "all the way" means that her office was far away, across town, probably at the extreme edge of that town.
