I've found it here:

The regolations allow derogations for old constructions, allowing them to continue with inefficent use of energy.



What it means, I men the whole sentence regarding the world "derogation"?

"Derogate" can mean to "deviate in standard or quality."

In your sentence, it means that older "constructions" (meaning existing structures, buildings, whatever this is talking about) are allowed, by law, to not meet standards for energy efficiency that new construction must meet.
