"and" or "but"

Hi everyone,

I am not sure which conjunction to use in the following sentence. Could you give me some advice?

"It is a good place, with many restaurants and shopping malls, but/and not too many people."

I think it could be either, depending on whether the number of people is seen as a good thing (and) or a bad one (but).
