Is this sentence correct:
1-He orders them not to make contact with anyone outside of the secure zone, including family members.
Shouldn't it be "not even family members"?

You could change the sentence in the way that you suggest, but there is no need to, because it would mean the same thing.

That is true. The "not even" phrase might be used to make sure there is no misunderstanding.
