He has agreed to provide details of any subrogated policy in place of the School Board’s.

In place of the school board's what? Details? Policy?

I'm not sure what "any" policy means here. If he's providing details, wouldn't it be a specific policy?

I believe it is OK. Though this is not the usual or strict use of apostrophe yet it comes within the larger bound of usage of apostrphe.

The "He" has agreed to provide policy in place of / as a substitute of the policy given by the School Board. And he will not only give a policy in substitute but also would give its deatils.
