In the name of the Merciful Allah,
Hello guys, please explain to me the words in red in the following:" ..as happened dramatically a few years ago, when Exxon Valdez, a giant tanker, ran aground, spilling oil across a pristine bay in the Alaskan wilderness. The ensuing investigation revealed that a crew member who was steering the ship at the time had had only six hours of sleep in the previous two days". Is "had" here mentioned twice by mistake? If not, what would be the meaning? Also, is it " at the time" or " at that time"? Thanks alot ahead.

At the time =At the moment when the ship foundered, the sailor steering had had only six hours of sleep in the past 48 hours.
