You'd generally use 'his' or 'her'.
"The student neglected to do his homework."

"The students neglect to do homework." This means that they never do homework.
"The students neglect to do the homework." This means that they are not doing a particular batch of homework.
"The students neglected to do homework." This means that in the past they didn't do any homework. (Perhaps they are doing it now.)
"The students neglected to do the homework." This means that they didn't do some particular assignments.

Ordinarily I would rephrase the first sentence as, "The students are neglecting their homework."

Of course, all this can be put in the singular, as well.

If you have a piece of homework, and it's for you to do, then it's your homework. This normally how we talk about homework.
All of the above are correct too.
