"The students neglect to do homework." This means that they never do homework.
"The students neglect to do the homework." This means that they are not doing a particular batch of homework.
"The students neglected to do homework." This means that in the past they didn't do any homework. (Perhaps they are doing it now.)
"The students neglected to do the homework." This means that they didn't do some particular assignments.
Ordinarily I would rephrase the first sentence as, "The students are neglecting their homework."
Of course, all this can be put in the singular, as well.
