Can I say these in English?
1. Invoices must be submitted by the 24th of every month at the latest.
2. Invoices must be submitted till the 24th of every month at the latest.
3. Invoices must be submitted until the 24th of every month at the latest.
4. Invoices must be submitted before the 25th of every month.
5. Invoices must be submitted at the latest by the 24th of every month.
6. Invoices must be submitted by the 24th at the latest of every month.
7. At the latest invoices must be submitted by the 24th of every month.

There is no point to adding "at the latest." You are already giving a deadline.

"By the 24th of each month."

For more clarity, you may wish to add something like "by the close of business on the 24th."

As SD says, "at the latest" adds nothing to any of these sentences.

Thanks to all of you. As you can see I tried here some things. The correct usage of "by", "until" etc. as well as the word order.
In German it would be not uncommon to use the phrase "at the latest". So I came up with the idea and used it too.
Please be so kind and give me a few examples where the usage of "at the latest" would be appropriate. Thanks.
