One of the uses of the preposition 'at' is for showing instability.
Ex1. I was standing at the door.
Ex2. I was standing at this level.
Ex3. I was standing at the station.
I think 'at' here means 'for a short time.' Am I right?
Or it may mean 'I was to lose my control and fall'?

It doesn't indicate instability in any of your examples. There is no indication of length of time either.

I don't accept that "at" is used to show either disability or instability.

Wherever did you get that idea from?

There's no instability about soldiers standing at attention.

In your sentences 'at' is only a preposition of place.

I got the idea from one of my previous English teachers' handnote which is as follows:
About the preposition 'at,' where to use it:
1. Speed: He was driving at a very high speed.
2. Exact time: I’ll be there at 2:30.
3. Parts of day: at noon, at night, at midnight, at sunrise, at sunset.
4. To give your address: I live at number 22.
5. Instability: I was standing at the station.
6. It shows insultation: I threw the pen at you.
7. With some expressions: at once, at present, at the moment, etc.

#5 is wrong. It only says where you were standing.

#6 –Insultation is a word your teacher made up. You threw the pen towards me.

#5 is just wrong. In point #6, it's the context, not the pronoun that may suggest the speaker's feeling. The word 'insultation' does not exist.
