"Attempts to change my mind will not be met kindly". What does this part "will not be met kindly" mean here? Can we also say "If he tries to help other he will be met kindly by me" or "he tried to cheat that is why he wasn't met kindly by me"?

It means I will not appreciate any attempts to make me change my mind.

Can we also say "If he tries to help other he will be met kindly by me" or "he tried to cheat that is why he wasn't met kindly by me"?
No, those are unnatural and ungrammatical.
