Can I say this in English?
Attending a secondary school can only be recommended if the student's performance allows it.

It's grammatical but I don't really see how someone's performance can "allow" anything. If you said "allows for it", it would be a bit clearer. I would probably use "warrants it".

Isn't going to secondary school compulsory in Germany?

You could also omit the indefinite article before secondary school for me.
