After the Arab states won independence, great emphasis was laid on expanding education with girls as well as boys being encouraged to go to school.

here, what is "being encouraged" used as? attribute, complement or something else?
do you mind analysing this sentence for me? ;-)

I think this sentence wants to say:


After the Arab states won independence, great emphasis was placed on

expanding educational opportunities for girls

as well as

encouraging boys to go to school.
