I have checked the Free Dictionary looking for the meaning of "babble", but I am tired of memorizing words' definitions besides, my memory starts messing things up. Back to what really matters, does this video give us the exact meaning of the word "babble?" It occurs at (00:29 – 00:36)

The video was more about mumbling (speaking low and without clear pronunciation) than about babbling. To babble is to speak words that do have a clear meaning or are not in reference to the current situation. Babies tend to babble as they are learning language - they repeat words (or, more correctly, sounds) over and over.

Politicians tend to babble on and on ... and on ... and on. You can understand each word they say but there's a lot of it and, when you put it all together, you realise they didn't really say anything at all.

No, but they do have the courtesy to provide many words in response to a question even if they fail to answer it.
