Does it sound informal to say "Back at you" as a response to "Happy new year"? What about "Same to you"?

They are both informal. 'Back at you' is more commonly heard in AmE.

I find back at you much more informal than same to you.

And to you too would work in BrE in most contexts, including more formal ones.
