I read in a headline:

"Be able to express emotions through actors really fascinates me"

Which one would it be the most correct way to say it:

1) Being able to express emotions through actors really fascinates me"
2) To be Be able to express emotions through actors really fascinates me"

Anyway, is "Be able..." a common accepted way to express in Press ?

Was there any internal punctuation in the headline? It doesn't make sense as it stands.

I can hear a movie director saying:
"Being able to express emotions through actors really fascinates me"

An actor would say:
Being able to express emotions through acting really fascinates me"

The "Be able" does not make sense.
