I'm correcting someone's translation. Can I use "be" in the infinitive, just as it is used above?

(1) I believe that American English might prefer:

... demands that these population movements BE better controlled.

(a) or: movements SHOULD BE better controlled.

(2) I do not feel that "would" sounds right.
