Which is better and is there a difference? I looked them up and both are nouns. Also, how can you tell in other circumstances which of two nouns to chose when both have the same meaning?

Behaviour is the way in which a person behaves.

Behavioural problem is some kind of dysfunction in behaviour. In a child, shouting and hitting other children in a classroom is a behavioural problem. In a dog, barking hysterically at a noise is a behavioural problem

They are not interchangeable.
