I would prefer "between" in this context.

I think it's a preference. I wouldn't consider "among" incorrect.

Unless the context is unambiguous, I would use "between" if I intended to imply inter-community division involving two or more communities; and I would use "within" (instead of "among") if I intended division inside individual communities.
