What does bound by.... reaction mean in this context?

Iranian officials say privately that Trump’s ability to unravel the nuclear deal is bound by the US Congress and the reaction of Washington’s allies in Europe.

I guess that bound by the US Congress means that Trump can't solely unravel the treaty.

But what does one's ability being bound be the reaction of someone else mean, please?

His ability to unravel the deal is restricted or constrained by Congress and the European allies. If European allies push back and criticism and protest strongly, it may isolate him and make it more difficult for him to act.
