1. There are (some) people who bow before money.
2. There are (some) people bowing before money.

The two sentences are grammatical.
Which part do you need help with?

Sentence #1 is stating a general fact.
Sentence #2 could be about the present situation (now). More context would clarify that.

No. That one is ungrammatical.

Regardless of whether "bow before" or "bow to" is used, the word "who" is missing after "people".
