I'm thinking that you mean "community access" or "public access," both of which are locally-produced, low-budget programs that appear on cable TV. The original "Wayne's World" skit on
Saturday Night Live (two goofy guys in the basement of their parents' house) was an example of a public access cable show. Every cable television company is required by law to provide X amount of air time to local programming (no matter how bizarre the shows may be).
