The context is Jack bought a new house several days ago but I think it's better for him to buy the house next year.

So can I say like this below?

I wish that he would have purchased the house next year.

It's my honour to learn English from all of you here!

Thanks!

plus, can I make friends with you on Skype, too?

here is my Skype ID: fc51060140.

No. "I wish he would have ..." is not right. (It's not right in any context, in my opinion, though you will often see/hear it.)
I wish he had waited until next year to buy the house.
I wish he had decided to buy the house next year, instead of two days ago.
I wish he had not purchased the house yet, but [had] waited until next year.

Note that you need to add a verb like 'waited, decided ...'
You can't say: I wish he had bought/purchased the house next year.
