So can I say like this below?

I wish that he would have purchased the house next year.

I wish that he would have purchased the house next year.
No. "I wish he would have ..." is not right. (It's not right in any context, in my opinion, though you will often see/hear it.)

I wish he had waited until next year to buy the house.
I wish he had decided to buy the house next year, instead of two days ago.
I wish he had not purchased the house yet, but [had] waited until next year.

Note that you need to add a verb like 'waited, decided ...'
You can't say: I wish he had bought/purchased the house next year.
