Can I use electrical outlet?

if I wants to say I am going to use the electrical outlet, can I paraphrase it into
"I am using the electrical outlet?" today I was in library and I was blocking the outlet, someone is going to use the outlet, so he said "I am using the outlet." I was thinking if it is right or not to ask so.
