[Grammar] Can somebody help me correct these sentences?

1) Students have the option to choose between taking exam version A or exam version B. Only the exam that were taken will be counted towards the exam number 3/ considered as exam three.
2) Goverment is giving out free scholarship in order to attract more people to get into the aviation field due to short labor.
3) Goverment is giving out free scholarship in order to boost up the labor number in the aviation industry.
4) There is a short labor in the aviation indstry.

3) The Goverment is giving out free scholarships in order to boost [STRIKE]up[/STRIKE] the labor number (manpower) in the aviation industry.

I prefer to use the word 'manpower' instead of 'labour' which connotes 'unskilled labour'.
