Should 'You' be capitalized in formal writing ?

No, unless it's the first word in a sentence - and even then it's only the first letter that is capitalised.

ps. It can't be capitalised in speech, only in writing.

IT may have been at some time in the past - I don't know. It certainly has not been for many years.
