Do the two sentences below equal each other?

1. He was careful to consult with the Prime Minister.
2. He was careful (in/about) consulting with the Prime Minister.

Does Sentence1 mean Sentence3?

3. 'He was so careful as to consult with the Prime Minister.'

To me:
1 He made sure that he consulted the PM.
2 He was careful in the way that he consulted the PM. (I would use 'about')
