"It is centrally situated" seemed strange to me (because I haven't heard it before), and I googled and found "centrally located". I must confess I'm always a bit suspicious of unknown Internet sources. Is it correct to say "centrally situated"?

Yes.

Yes. There's an implied "It is" or "We are" before "centrally situated" in the above example, but "centrally situated" and "centrally located" are perfectly acceptable adjectival phrases. "centrally located" is more common in my experience.

EDIT: I just noticed it's actually preceded by "It is" in the above example.
