Here is the sentence i've read:

now i wonder if we only say "changes to X" with no other words, it usually means something has been changed to X, or changes are made to X?
because there is no context that can be referenced.

You are referring people to another section of the manuel to find out more about cost buckets. Just be sure that wherever you tell them to look does have more information about cost buckets.
