Hi! What is the exact meaning of the following passage? It is from a political text which is about a lawsuit.
He doubts the judges would be willing this circumvent clear intention article 34 of the charter , as well as provisions of the article which prohibits them from engaging in other business.

It's a garbled text. The writer may have intended to say this: "He doubts the judges would be willing [to do something]. This would circumvent the clear intention of article 34 of the charter, as well as provisions of the article which prohibit them from engaging in other business."
