I am guessing, just by looking at the wording, it refers to a person who stands up for something he/she believes is good/bad for the community. As in, "Bob, show some civic spine and vote 'yes' for the new senior center!" Or, "He demonstrated his civic spine by supporting an upopular tax increase."

Hi,

I saw it in an ad for a commercial city that is being built.

The ad says that it has "hospitals, schools, resorts, hotels, a civic spine ..."

Any idea what it means?

Planner-speak for commercial and social structures to be constructed as the centre of the proposed town. The use of spine indicates that the development will be along the main street of the town.
