It is an old Hebrew saying.

It is saying that To be clean in your person is a great virtue, only exceeded by your reverence to God.

I like your version, but I'm not very sure of its meaning 100%. Does it amount to "To be clean personally is a great virtue, which is only surpassed by our respect to God?"
