can u please tell me what come at a cost means in this context?!!?!?

The potential of advertising is outrageous, and it does come at a cost of resources, both in people and capital.

That context sounds a bit odd; 'comes at a cost' means - roughly - 'costs something/has a cost/you have to pay for it*/you get it only by meeting its costs'. So after 'outrageous potential' the 'comes at a costs' sounds adversative, so I'd expect "but" or "though" rather than "and".

*On second thoughts, when referring to a payment people often say 'comes at a price'; 'comes at a cost' usually refers to things other than money - time and resources.
