Is the caption in the attached poster grammatical and natural?
Rains or rain?

It would be correct if it had punctuation and only one capital letter. Rains and coming are right.

It's not natural for conversation, but it's fine as maudlin poetry.

As it's a poster and a caption, I wouldn't insist on removing the capital letter from the start of all but the first word, but a comma is definitely required. I'm not keen on "flooding the river". When a river floods, it's disastrous. Houses are inundated, crops are ruined and animals (and potentially people) die. I'm not sure it's a great idea to connect someone's love with that.
