In the US, it is not customary to telephone someone very early in the morning. The time of the call shows that the matter is very important and requires immediate attention. The same meaning _______ with telephone calls made after 11 p.m.
A. comes B. goes

I think both make sense.

Am I right?

Neither of them is natural for me. The main problem I have is the preposition "with". A natural sentence in BrE would be "The same goes for telephone calls made after 11pm".
