Steve practises his gitar every day and has gutar lessons twice a week.

I don't insert comma in this sentance (before and ). But It is error. Why??

'Come on,' Paddy said 'or we'll be late.'

It is needed to insert comma after said?????? Why?

Welcome to the forums, astabegon. One question mark at the end of a question is sufficient.
I wouldn't use a comma before "and" in the first example. I would use one after "said", it marks a natural pause in speech IMO.

Steve practises his [STRIKE]gitar[/STRIKE] guitar every day and has guitar lessons twice a week.

I [STRIKE]don't[/STRIKE] didn't insert a comma in this sentence (before and) but it is an error. Why?

'Come on,' Paddy said, 'or we'll be late.'

[STRIKE]It is needed[/STRIKE] Do I need to insert a comma after "said"?[STRIKE]?????[/STRIKE] Why?

Welcome to the forum.

Who told you that your original sentence (without a comma) was wrong? It's fine.

We put a comma after "said" and before the quote. That's just how we do it. Have a look here for more info.

Note the amendments I made to your post. Check your spelling carefully before you submit a post, and concentrate on your use of articles. One question mark is sufficient.
