Why is it necessary to have the comma in the above ?

No. However, I'd still use a comma to mark a natural slight break between two different ideas.

If, as seems likely, the offences were drink-related and/or drug-related, you need an extra hyphen:

'...since he came out of prison for drink- and drug-related offences...'
