Hi,

It's so confusing to use "no more than/no less than/not more than/not less than/ no more ~ than(ex. A whale is no more a fish than a horse.).

Is there a good way to learn the usages?

It's tricky; couldn't you also say that a whale is no less a fish than a horse? If you really wanted to.;-)
