What do these mean? Should it be 'compare' or 'compared' or it doesn't matter? How do you know which one to use? What's the subject and verb?

1. Compare to that, I think it is better like this.
2. Compared to that, I think it is better like this.

As a verb, an imperative verb:

(You) Compare this to that.
