comparison of a cluase with a sentence

I am a structural engineer by profession. The other day I received an e-mail from colleague at a job site which went thus.

" we are now ready to erect equipment v-67.
Attached please find pictures of the temporary structures requied for the erection. YOU WILL NOTICE IN PICTURE 1 THAT THE LUG PLATES HAVE BEEN WELDED TO THE TIE BEAM WHICH IS PREFERABLE TO WELDING THEM TO THE FLANGES"
"YOU WILL NOTICE.......BEEN WELDED" is a complete sentence whereas "WICH IS PREFERABLE ...... FLANGES" is not. Is it OK to link the two the way it was done by my colleague?

How did you think he should have written those sentences? Could you post them so we can discuss them?
