Confusion about compound nouns "suicide or suicide response"

Hello,

I have some trouble figuring out how to use "public safety and suicide" appropriately. When I searched the term online, I found it is ok to use "public safety and suicide officers", "public safety response", "suicide response", or "response to suicide". However, I need to use "public safety and suicide" together to describe the following phrases:

1. an understanding of best practices in public safety and suicide (I am somewhat hesitating to add "response" to the end of the phrases because suicide is a public safety concern. If we put them together, reader may not think of "best practices" in suicide. However, I am not sure about this).
2. an understanding of public safety and suicide agencies and organizations (The structure is similar to "public safety and suicide officers")
3. an understanding of people involved in public safety and suicide response (I added "response" here because I think it is odd to say people involved in public safety and suicide. However, this usage in 3 is not consistent with the usage in 1 and 2).

Could you please give me some feedback? Thank you for your time and help.

I have not heard of suicide officers. I would assume that the areas of public safety affected by suicide would include things like people jumping from buildings or throwing themselves under a train, where they might cause accidents, etc.

1. I don't understand your premise. An understanding of best practices in public safety :) but best practices in suicide:oops: (you mean the best ways to commit suicide?)

2. an understanding of public safety and suicide agencies and organizations. Again suicide agency, do you mean suicide prevention agency or agencies that help you commit suicide?

3.
an understanding of people involved in public safety and suicide response. If you don't want to use the word "response", this is the best place you can leave it out. An understanding of people involved in suicide (or better yet, people with suicide history) is more acceptable than the other two examples.
