Should there be an article the before "contempt proceedings"?

No, but you should write 'the Supreme Court' in full. I had no idea what SC meant.

By the way, I don't know whether the OP knows, but 'contempt proceedings' is a standard abbreviation of 'legal proceedings, with the charge of "contempt of court"'. And 'contempt of court' isn't necessarily something like wearing a baseball cap the wrong way round. ;-)
