It is politer, but also needed as the sentence starts with the conditional "could". I would not say it is precisely an error to use "do".

Since it is "will to do sth", why use "the payment has arrived " not "the payment arrives" ? Please.

You probably could use either. To me it makes more sense to say you will do something when something else has happened.
