If I knew what 'EOT' stood for and what is supposed to be in the underlined space following 'from', I might be able to help more. I can definitely say that 'contractually deeemed' is incorrect English, although something can be 'deemed contractual/contractually binding/lawful' or 'deemed a contractual obligation/commitment/undertaking', where deemed means 'recognised as, considered'. But then, when is an application for something contractually binding? Also, I imagine this should begin 'Further to your recommendation'.
