The president is trying to endear himself to the poor and illitrate population of the the country by/with giving them money.

Note spelling of "illiterate".

Your latest sentence could be read to mean that the president is trying to endear himself to "poor and illiterate people who have money". Your original sentence made it clearer that he is giving them money in an attempt to endear himself to them.
