Are the following both correct?

The book is discontinued ( I realize that is is present and discontinued is past however, I have heard this sentence structure)

The book has been discontinued

The book is discontinued ( I realize that is is present and discontinued is past however, I have heard this sentence structure) "discontinued" is an adjective here.

The book has been discontinued here we have a past form of the verb discontinue used in the pasive voice.
