Should "regard" always be singular - "with regard to" or "in regard to"

for example:

"The landscape of our business continues to change with regard"s" to integrated marketing."

In this context, always in the singular. However you may also hear people say 'as regards' by which they mean 'as it concerns'. Here 'regards' is a verb in the third person singular.
