Looking at the blue river is to revive my old memories.
Is this sentence correct?
Is there any way to rewrite the sentence?

I'd say it is grammatical but I'm not sure if it'll sound natural because I couldn't understand whether you meant "Looking at the blue river revives my old memories." or something else.

What I meant is:
When i lock the river, it makes me remember my old memories.

It is acceptable but I would suggest, "Looking at the blue river revives my memories." It depends on who you are writing to.
Could I ask another question?
Is the underline words noun phrase ?
